NAEM PRINCIPALS
Frank Lucier

Frank Lucier is currently
President of NAEM, an Executive Board member of the National Institute
for Urban Search and Rescue (NIUSR), the editor and publisher of The
Connection, a Internet based newsletter dealing with community
preparedness issues, an adjunct instructor at FEMA’s Emergency
Management Institute, and guest speaker at conferences and seminars on
disaster preparedness, response and recovery issues.
Frank Lucier
spent 23 years with the San Francisco Fire Department. He developed and
was the former Director of the City’s innovative and internationally
recognized Neighborhood Emergency Response Team system. He conducted
trainings in preparedness and response for over a hundred different
communities, businesses and non-profit organizations.
Neal
O'Haire

Neal T. O’Haire has over two
decades of experience in emergency management. He has served as the
following: disaster medical planner for the California National Guard;
Emergency Services Coordinator, Senior Coordinator and Training Officer
for the Governor’s Office of Emergency Services; and as Emergency
Services Manager for the County of Napa. Neal has been part of state and
local response to over 15 declared presidential natural disasters. He is
a certified instructor for over 20 different state and federal emergency
management courses.
Neal has completed the FEMA
Master Trainer Course Curriculum and is an adjunct instructor for EMI
and CSTI. He has a BA Cum Laude in Government from USF, a Master’s
Degree in International Relations from USC and 3 years of postgraduate
study in Political Science at UCD. Neal Serves on the State Board of the
California Emergency Services Association, the local Red Cross Chapter
Board and is a veteran of 17 years of military service.
